The 1200mm x 1200mm stencil sheet can be used as a template to create the blue box.  Just put some tape around the edge of the stencil sheet and then remove the stencil and paint this square blue.  Once the blue paint has dried position the stencil over it and paint through the wheelchair logo in white.  

This design conforms to the RMS standard for disabled parking.
